THROUGH ITS PUBLICATIONS, CONFERENCES, STUDY GROUPS, and OTHER PROJECTS, URPE PROVIDES A FORUM for EDUCATION and DEBATE IN WHICH DIVERGENT and OFTEN CONFLICTING ANALYSIS CAN BE EVALUATED.
