THE COUNCIL DID NOT GRANT ITS APPROVAL PRIOR to THE AMENDMENT of THE LAW WHICH WOULD HAVE REQUIRED A REVISION of THOSE DOCUMENTS and AN APPROVAL BY WESTSIDES BOARD of DIRECTORS.
