DURING THE CLUSTER ANALYSIS, THE ASSOCIATION WORKED WITH EMPIRE STATE DEVELOPMENT and EDA to SURVEY EMPLOYERS STATEWIDE ON WORKFORCE TRAINING and RELATED ISSUES. THE CLUSTER ANALYSIS WAS USED to DETERMINE WHAT INDUSTRIES to STUDY to DETERMINE STRENGTHS of THE REGION WITH RESPECT to INDUSTRY CLUSTERS. MORE RECENTLY, THE ORGANIZATION ACTED AS AN INTERMEDIARY BETWEEN THE NEW YORK STATE ENERGY RESEARCH and DEVELOPMENT AUTHORITY and THE STAT
