THE CLUSTER ANALYSIS WAS USED to DETERMINE WHAT INDUSTRIES to STUDY to DETERMINE STRENGTHS of THE REGION WITH RESPECT to INDUSTRY CLUSTERS. MORE RECENTLY, THE ORGANIZATION ACTED AS AN INTERMEDIARY BETWEEN THE NEW YORK STATE ENERGY RESEARCH and DEVELOPMENT AUTHORITY and THE STAT
