THE ORGANIZATION WAS ESTABLISHED IN 1965 AS PART of A NATIONWIDE NETWORK of COMMUNITY ACTION PROGRAMS, or CAP AGENCIES, SUPPORTED BY FEDERAL PROGRAMS and RESOURCES CREATED BY THE JOHNSON ADMINISTRATION to COMBAT POVERTY.
