IT HAS BEEN FUNDED THROUGH A ONE-TIME ASSESSMENT of ELIGIBLE SURPLUS LINES INSURERS THROUGH JULY 21, 2011, AS WELL AS A SURCHARGE ON POLICY PREMIUMS, WHICH HAS NOT BEEN ACTIVATED SINCE AUGUST 1993.
