IN ADDITION, EXPENDITURES ARE DESIGNED to FACILITATE and ENCOURAGE EFFICIENT and DEDICATED PERFORMANCE BY ALL SUCH PUBLIC SAFETY OFFICERS FROM DISCRETION of THE BOARD of DIRECTORS.
