(B) PROMOTING and FURTHERING THE PROVISION of HEALTH and MEDICAL CARE SERVICES to INDIVIDUALS WITH LIMITED or NO FINANCIAL ABILITY to PAY for SUCH SERVICES. (C) PROMOTING HEALTH EDUCATION.
