ORGANIZATIONAL PURPOSE WILL BE ACHIEVED THROUGH INITIATIVES DESIGNED TO PROTECT HABITAT AND MAINTAIN ENVIRONMENTAL QUALITY OF THE ST CROIX RIVER.
