AS THE STATES LEAD GRANTOR, PCAD SERVES AS THE GRANT MONITOR and PROVIDES TECHNICAL ASSISTANCE to THOSE SUBGRANTEES WHO REQUIRE ADDITIONAL SUPPORT.
