THE ASSOCIATION CONSISTS of 16 MEMBER STATES (AL, AR, FL, GA, HI, KY, LA, MS, NC, OK, SC, TN, TX, VA, WV and COMMONWEALTH of PUERTO RICO) WHOSE PURPOSE is to ENCOURAGE A BALANCED TRANSPORTATION SYSTEM WITHIN THE MEMBER STATES, to STUDY VARIOUS MATERIAL, METHODS of CONSTRUCTION and MAINTENANCE, to DISCUSS SOLUTIONS to THE PROBLEMS EXPERIENCED WITHIN TRANSPORTATION FACILITIES, to EXCHANGE IDEAS and EVALUATE PROGRAMS WITHIN THE AVIATION, HIGHWAY, RAIL, TRANSIT and WATER MODES of TRANSPORTATION, and to COOPERATE IN EVERY WAY POSSIBLE WITH THE U.S. DEPARTMENT of TRANSPORTATION, THE FEDERAL HIGHWAY ADMINISTRATION, THE FEDERAL AVIATION ADMINISTRATION, THE FEDERAL RAILROAD ADMINISTRATION and THE FEDERAL TRANSIT ADMINISTRATION IN THE CONSIDERATION of TRANSPORTATION PROBLEMS.
