B) to PROMOTE THE COMMON GOOD and GENERAL WELFARE of THE CITY of GREENWOOD, LEFLORE COUNTY, MISSISSIPPI, ITS INHABITANTS, SURROUNDING TERRITORIES and ITS INHABITANTS, BENEFITTING SOCIETY BY REDUCING BLIGHTED HOUSING CONDITIONS.
