IN ACHIEVING THIS PURPOSE, EMPHASIS SHALL BE PLACED UPON ITS EDUCATIONAL PROGRAM and THE OATHS, PROMISES, and CODES of THE SCOUTING PROGRAM for CHARACTER DEVELOPMENT, CITIZENSHIP TRAINING, LEADERSHIP, and MENTAL and PHYSICAL FITNESS.
