THE PURPOSE of CIRCLE TEN COUNCIL is to PROMOTE and EXTEND SCOUTING IN NORTHEAST TEXAS and SOUTHEAST OKLAHOMA. OUR GOAL is to PROVIDE ALL YOUTH and ADULTS WITH PROGRAMS, TRAINING, and AWARDS THAT BUILD CHARACTER, TEACH PARTICIPATORY CITIZENSHIP, and PERSONAL FITNESS.
