IN ACHIEVING THIS PURPOSE, EMPHASIS SHALL BE PLACED UPON THE EDUCATIONAL PROGRAM of THE BOY SCOUTS of AMERICA and THE OATHS, PROMISES, and CODES of THE SCOUTING PROGRAM for CHARACTER DEVELOPMENT, CITIZENSHIP TRAINING, and MENTAL and PHYSICAL FITNESS.
