What they do
POLICY DEVELOPMENT. THE MAIN FUNCTION of THE ORGANIZATION is to DEVELOP POLICIES AT THE STATE LEVEL THAT STIMULATE STRONG ECONOMIC GROWTH, RESULTING IN ADDITIONAL JOBS and INCREASED STATE and LOCAL REVENUES. OUR MEMBER ORGANIZATIONS WORK ON ECONOMIC DEVELOPMENT AT THE LOCAL LEVEL to ENCOURAGE BUSINESS RELOCATION, EXPANSION and ENTREPRENEURSHIP IN IOWA COMMUNITIES. THE ICA HELPS to ENSURE THAT THERE ARE STATE and LOCAL TOOLS IN PLACE to HELP ENCOURAGE THIS GROWTH. THIS INCLUDES WORKING WITH THE IOWA GOVERNORS OFFICE, THE IOWA ECONOMIC DEVELOPMENT AUTHORITY and LEGISLATORS to DEVELOP, IMPLEMENT and EXECUTE PROGRAMS AVAILABLE for BUSINESS ATTRACTION and EXPANSION. THIS ACTIVITY TAKES PLACE WITH AGENCIES IN THEIR OFFICES and WITH LEGISLATORS AT THE IOWA CAPITOL. THE ORGANIZATION UTILIZES CONTRACTS WITH LOBBYISTS and AN EXECUTIVE DIRECTOR to CARRY OUT THIS PURPOSE, WITH ASSISTANCE FROM THE MEMBER ORGANIZATIONS. THIS ACTIVITY HAS BEEN CARRIED OUT SINCE THE INCEPTION of ICA. IT FURTHERS ICAS
Should I give to this charity?
Basic public information is available, but it is not enough to judge how well donations are used. Ask the charity for a current spending breakdown and results.
Plain answer: A tax form cannot prove that a charity is doing good. It can show how the charity says it spent its money—and point out questions you should ask.

Money made simple
Ask these three easy questions
- Who did you help? Ask for a recent story or report that shows real results.
- What will my money do? Ask exactly what your gift will pay for.
- Is this really the charity? Give only through its official website or confirmed phone number.
Bottom line: Do not decide from a name, mission statement, or tax status alone. Look at where the money went, then ask what changed, who was helped, and what your gift will do. YouCanGiveBack does not endorse or grade organizations.
Financial picture
A plain-language look at the latest Form 990 figures available. These numbers help you ask better questions; they do not, by themselves, rate whether a charity is good or bad.
