THE EXPUNGEMENT of QUALIFYING OFFENSES FROM THE CRIMINAL RECORDS of QUALIFYING PERSONS and THE IMPROVEMENT or DEVELOPMENT of THEIR CAPABILITIES THROUGH EDUCATIONAL PROGRAMMING and TRAINING WILL, INDIVIDUALLY and COLLECTIVELY, PROMOTE SOCIAL WELFARE BY BETTER POSITIONING THEM to OBTAIN GAINFUL EMPLOYMENT or OTHERWISE PART.
