ALL PHASES of THE ORGANIZATIONS PURPOSE BEGIN WITH AN OPEN DESIGN CONTEST. PLANS, SCHEMATICS, ACTUAL CONSTRUCTION and ALL DECORATION of THE FLOAT ARE DONE ENTIRELY BY VOLUNTEERS REGARDLESS of SEX, ETHNIC BACKGROUND, RELIGIOUS PREFERENCE or RACE. (THE MINIMUM AGE is 7.) EDUCATIONAL OPPORTUNITIES ARE PROVIDED IN THESE PROCESSES THROUGH FORMAL and INFORMAL TRAINING. EACH PERSON is INSTRUCTED IN THE PROPER SIZE, TYPE and USE of TOOLS and EQUIPMENT INCLUDING SAFE HANDLING and PROTECTIVE GEAR. INSTRUCTION CONTINUES IN THE DECORATION PHASE. EACH PERSON is TAUGHT MATERIAL PREPARATION, TYPES of GLUE and SAFE HANDLING of SAM
